Genie is a "talkative revolver"; to elaborate further, she is a gun manufactured in a world where sentient guns were factory-produced, and then educated on morals and good versus evil.
Genie then decided that everyone is evil.
She exists to seek a symbiotic partnership with someone willing to wield her; once such a partnership is formed, she urges her partner to engage in acts of violence, especially to kill anyone that they should cross. In Genie's eyes, everyone is a sinner; she states in canon that she is a servant of karma. She views her work as "cleaning up."
In addition, Genie's reproductive cycle requires that she be used... and as often as possible. Her bullets function as seeds, or as eggs, and when combined with the blood of a victim, it soon hatches and becomes another revolver like Genie that will seek to be picked up by its own partner. Violence breeds more violence; Genie is a personification of that concept.
Biologically speaking, Genie is a hermaphroditic parasite that requires the aid of another to reproduce. However, when she is human-shaped, she requires no such help.
